Who Is Eligible for AIIMS NORCET Exam?

If you are a nursing graduate or diploma holder planning a career in a central government hospital, NORCET is probably already on your radar. It is the exam that decides recruitment for the post of Nursing Officer at AIIMS New Delhi and other participating AIIMS institutes across the country. But before you spend months preparing, it makes sense to check whether you actually meet the eligibility criteria. This article breaks down exactly who can apply, based on the official AIIMS NORCET notification.

What Is NORCET

NORCET stands for Nursing Officer Recruitment Common Eligibility Test. It is conducted by AIIMS New Delhi for the recruitment of Nursing Officer posts at Level 7 in the pay matrix, under Group B, for AIIMS New Delhi and other participating AIIMS institutes such as Bathinda, Bhubaneswar, Bilaspur, Deoghar, Gorakhpur, Guwahati, Kalyani, Mangalagiri, Nagpur, Patna, Rae Bareli, Raipur and Vijaypur, depending on available vacancies each cycle.

The exam is conducted in two stages. Stage I, NORCET Preliminary, is a qualifying test of 100 MCQs across a 90 minute duration, split into five timed sections. Stage II, NORCET Main, is also 100 MCQs in 90 minutes and is the stage that actually decides your final merit and NORCET score. Both stages carry negative marking of one third mark for every wrong answer.

Educational Qualification Required for NORCET

AIIMS allows two separate educational routes for NORCET eligibility.

Route 1: BSc Nursing, BSc Hons Nursing, or Post Basic BSc Nursing

You qualify under this route if you hold a BSc Hons Nursing or BSc Nursing degree from an institute or university recognised by the Indian Nursing Council or the respective State Nursing Council. A BSc Post Certificate or Post Basic BSc Nursing degree from a recognised institute is equally accepted. Along with the degree, you must be registered as a Nurse and Midwife with your State Nursing Council or the Indian Nursing Council. Candidates under this route do not need any prior work experience to apply.

Route 2: GNM Diploma Holders

If you hold a Diploma in General Nursing and Midwifery from an institute, board or council recognised by the Indian Nursing Council or a State Nursing Council, you can also apply, but with one additional condition. You must have completed two years of experience in a hospital with a minimum of 50 beds, and this experience must be acquired after you have finished your educational qualification. That means the experience clock starts only after your residency period is over, your result is declared, and you are registered with the State or Indian Nursing Council. Experience gained during your training period or before registration will not count.

Nursing Council Registration Requirement

Regardless of which route applies to you, registration as a Nurse and Midwife with the State Nursing Council or Indian Nursing Council is compulsory. This registration, along with your educational qualification, must be complete on or before the closing date of the online application. AIIMS is clear on this point: your residency period, including internship, must be finished before the last date of submission, or your application risks rejection later at the verification stage.

Age Limit for NORCET

The age limit for NORCET across all participating AIIMS institutes is 18 to 30 years. Age is calculated as of the last date of closing of the application form, not the exam date, so it is worth checking this cutoff carefully when a new NORCET cycle opens.

Age Relaxation by Category

AIIMS provides age relaxation beyond the upper limit of 30 years for several categories:

SC and ST candidates get a relaxation of 5 years. OBC candidates get 3 years. Persons with Benchmark Disabilities, or PWBD, get 10 years, with the condition that the maximum age on the crucial date does not exceed 56 years. PWBD candidates who also belong to the OBC category get a combined relaxation of 13 years, again capped at 56 years maximum age. PWBD candidates from SC or ST categories get 15 years of relaxation, also capped at 56 years. Ex-servicemen and commissioned officers, including ECOs and SSCOs, get a relaxation of 5 years, subject to conditions detailed in the official notification.

Central Government civilian employees who have completed at least 3 years of regular continuous service also get relaxation for Group B posts, ranging from 5 years for general and unreserved candidates, up to 8 years for OBC employees, and up to 10 years for SC and ST employees. It is worth noting that this relaxation applies strictly to Central Government employees and does not extend to those working in autonomous bodies, statutory bodies or public sector undertakings, and AIIMS employees themselves are not treated as Central Government employees for this purpose.

It is also important to remember that SC, ST or OBC candidates who choose to apply against unreserved vacancies will not get any age relaxation or relaxed qualifying marks that would otherwise apply to their category.

Application Fee for NORCET

The application fee is set at Rs. 3000 for General and OBC candidates, and Rs. 2400 for SC, ST and EWS candidates. Persons with Disabilities are fully exempted from the application fee. Payment is accepted only through debit card, credit card or net banking, and once paid, the fee is non-refundable except for SC and ST candidates, whose fee is refunded after result declaration and verification of their caste certificate. Applications submitted without the correct fee are summarily rejected, so this is not a step to get wrong.

Category Certificate Requirements

If you are applying under a reserved category, you need a valid certificate issued by the competent authority in the prescribed format. For OBC candidates, the certificate must confirm you fall under the non creamy layer and match an entry in the Central List of OBCs maintained by the Government of India. For EWS candidates, a valid income and asset certificate for the relevant financial year is required. Candidates who fail to produce a valid certificate at the time of document verification will have their candidature cancelled, so it helps to have these documents ready well before you apply rather than scrambling at the last stage.

When Should You Meet the Eligibility Criteria

One detail candidates often overlook is the cutoff timing. Your educational qualification, registration, age and, where applicable, your two years of experience must all be complete on or before the closing date of the online application, not the date of the exam.
